The Guardian reported that the proposed format would see clubs finishing outside of the Champions League spots in the domestic league but qualifying for the Europa League or winning the domestic cup could compete for two tickets to play in Europe’s top flight. The plan is likely to be announced this week when UEFA holds a general assembly in Vienna, Austria. UEFA president, Alexander Caferin, confirmed that the plan would provide more space for the minor and middle leagues.
